FORT WAYNE, Ind. (21Alive) -- Navy veteran, Kenneth Hanks, was diagnosed with a rare form of tuberculosis in 2004.

Several doctors believe he likely contracted the infectious disease during his time stationed in the Philippines.

But at the last minute, officials with the VA denied funding his surgery.
