WASHINGTON (21Alive) - The Federal Bureau of Investigation released surveillance video on Wednesday of Navy Yard shooting suspect Aaron Alexis moments before the rampage.

The video shows Alexis driving into a parking garage, entering the building, walking down a flight of stairs, loading a gun and checking rooms for potential victims. Other people can be seen at the end of a hallway, not knowing of the massacre about to begin.

The FBI also released findings of its investigation into the shooting that killed 12 people on Sept. 16. Officials say Alexis shot his victims at random, and he was not targeting anyone in particular. Alexis died in a shootout with police.

"There are indicators that Alexis was prepared to die during the attack," FBI assistant director Valerie Parlave says. "He accepted death as the inevitable consequence of his actions."

The report finds Alexis had a delusional belief he was being controlled by electromagnetic waves. The FBI says he carved messages on the barrel of his sawed off Remington 870 shotgun.

"Etched into the barrel of the shotgun were the words 'End To The Torment.' Etched into the right side of the shotgun receiver were the words 'Not What Ya'll Say.' And etched into the left side of the receiver were the phrases 'Better Off This Way' and 'My ELF Weapon.'"

Alexis was a Navy Reservist and IT contractor at the Navy Yard.
