INDIANAPOLIS, Ind. (Indiana's NewsCenter) - Fort Wayne man, David Delagrange, 40, of 4024 Fairfield Avenue, was arrested on Saturday night for looking up women's skirts with a camera attached to his shoe in Castleton Mall.
Around 9:30 p.m., an Indianapolis Metro Police Officer was informed of Delagrange's suspicious behavior. He was approaching women in dresses and getting very close to them, placing his right foot under their dresses.
As the IMPD officer approached DeLagrange to investigate, Delagrange resisted, nearly striking the officer. The officer deployed his taser and was able to take the man into custody.
The officer was able to determine the man had a very sophisticated camera/audio recording system he had built, with a camera attached to his right shoe and controls for video and audio in his pockets. Delagrange had been taking video of women under their dresses and skirts without them being aware.
"The wires went back into his pockets with controls that would allow him too control the camera, the light everything," said Indy Metro Police Sergeant Matthew Mount.
"He has now been arrested for not only voyeurism and resisting a police officer but it appears one of the victims was actually a young girl so now he's got C felony child explotation charges on top of that," said Mount.
According to IMPD, district detectives were able to get search warrants for storage devices in his home and vehicle.
